Council of State Support to Non-Governmental Organizations

Mission and attributions

Main objectives of the Council are as follows:

  • To participate in preparation and implementation of state policy for development of the civil society;
  • To attract NGOs into settlement of problems which are of public and social importance;
  • To make proposals on improvement of activities of NGOs and legislative frameworks regulating relations between public institutions and NGOs;
  • To support establishment of stable and efficient partnership system in order to form a model of modern relations between public institutions and NGOs;
  • To supervise, analyze and promote the development processes of Non-governmental Organizations;
  • To develop and implement programs and projects on state support to NGOs under the guidance of the priority directions envisaged in the “Concept of State Support to Non-Governmental Organizations of the Republic of Azerbaijan”;

To carry out other duties prescribed by the legislation.

The Council has following rights to implement its duties:

  • to develop proposals on improvement of the state policy in regard of NGOs and submit them to the President of the Republic of Azerbaijan;
  • to organize public debates for discussing NGO activities and draft legislative acts on improvement of mutual relations between public institutions and NGOs;
  • to develop programs and projects to settle problems of public and social importance, to attract experts from relevant fields for their implementation, to organize expert groups consisting of representatives of the relevant public institutions and NGOs;
  • to organize conferences, symposia, forums and other events dedicated to activities of NGOs and participate in them;
  • to provide consultative, methodical, organizational-technical, financial and other type of assistance to NGOs;
  • to stimulate large debates on cooperation of state agencies and civil society institutions in settlement of problems of state and social importance, activities and development of Non-governmental Organizations;
  • .to submit information and proposals for development of mutual cooperation between the state agencies and Non-Governmental Organizations to the public, relevant state agencies and other organizations;
  • to make requests to state agencies and local self-governing bodies, physical persons and legal entities for collection of the necessary data and documentation concerning the issues within its powers and acquire this data and documents;
  • to investigate the cases of violation and abuse of contractual commitments by Non-governmental Organizations under projects, to apply to relevant state agencies for taking relevant measures;
  • to deprive the Non-Governmental Organizations, which violate the contractual commitments under the projects, of the right to participate in those programs for a 2-year period; 2.3.11. to establish legal entities, found media outlets, issue special bulletins and other publications, create and utilize a web-site in the order prescribed by the legislation;
  • to fulfill other rights prescribed by the legislation.

The Council performs the following functions in line with the tasks entrusted to it:

  • prepares proposals for civil society development, improvement of the relationship between state agencies and Non-Governmental Organizations and NGO activities and submits them to the President of the Republic of Azerbaijan;
  • makes an analysis of and reports on NGO activities;
  • takes measures to learn public opinion on NGO activities;
  • prepares proposals for provision of consultancy, methodical, logistic, financial and other support to Non-Governmental Organizations;
  • creates equal conditions and opportunities for Non-Governmental Organizations to benefit from the grants provided;
  • develops programs and projects (hereinafter – the projects) of state and social importance, involves Non-Governmental Organizations in their implementation;
  • identifies expenditure areas of resources allocated from the state budget accordingly and from other sources as prescribed by legislation for project implementation, takes other necessary measures in this regard;
  • arranges competitions for implementation of projects by Non-Governmental Organizations, sets their rules and conditions, and in this regard:
  • issues announcements;
  • evaluates financial needs of projects;
  • identifies the forms, terms of project submission and the list of other documents to be submitted;
  • considers the projects submitted and evaluates them guided by the criteria for evaluating winners;
  • conducts oral interviews with the representatives of Non-Governmental Organizations , whose projects considered applicable;
  • determines the winner projects and takes relevant decisions on them;
  • concludes contracts with the winner NGO on terms of utilization of funds;
  •  identifies the cases when the competition is considered as failed;
  • publishes information on the competition outcomes.
  • submits proposals, which were agreed with the Ministry of Finance regarding the distribution of subsidies (including, the Secretariat’s maintenance expenditures) to be allocated to NGOs from the state budget, to the Cabinet of Ministers of the Republic of Azerbaijan;
  • carries out financing of the projects on the competition basis through the resources received from other sources as prescribed by legislation and kept in the Secretariat’s bank account;
  • reviews quarterly statements of the Secretariat on utilization of expenditures (including, the Secretariat’s maintenance expenses) envisaged for Non-Governmental Organizations and the proposals for inclusion of financial needs in the state budget projection for the next year;
  • reviews and makes assessment of the project implementation reports introduced by NGOs;
  • controls the utilization of resources for project implementation by NGOs and reviews quarterly and annual reports of the Secretariat in this regard;
  • submits proposals for elimination of challenges impeding the activity and development of NGOs to the state authorities;
  • supports introduction of modern information technologies in order to ensure and expand the interaction between the state agencies and Non-Governmental Organizations, including among non-governmental organizations themselves;
  • establishes and improves the national information – analytical network of Non-governmental Organizations;
  • prepares proposals for state agencies to establish mutual activity mechanisms with the aim of improving cooperation with Non-Governmental Organizations;
  • promotes acceptance of ethical behavior standards by Non-Governmental Organizations;
  • draws up proposals to raise professional qualifications of NGO staff and takes measures to implement them;
  • promotes expansion of international relations of NGOs;
  • fulfills other functions according to the legislation.
