Achievements of the ESC
The following trends characterize the development of social partnership: 
1.  The range of issues to be addressed within the framework of social partnership is expanding significantly, including a set of issues related to macroeconomic stability and welfare.
2.  The involvement of social partners in work of the  government and local-governments becomes regular.
3.  Local and regional social partnership focus on individual, specific issues, which are solved by applying the principles and practice of project management. For example, the employment units are developed with the aim to address the unemployment problems and all partners participate in implementation of their functions. 


1.  In 2004, the  Consultative Council of the State Employment Agency, the Council for Labour Market Forecasting and 28 consultative councils of the branches of the State Employment Agency were established. The branches of the Agency, local governments, trade unions, employers’ organizations, representatives of educational institutions and NGOs participate in consultative councils of the branches. The employment related issues are considered in the meetings with the objective to prevent the unemployment.


2. Consultative Council of Valmiera Division of the State Employment Agency (Valmiera)
Short description of the problem 
In the Consultative Council of Valmiera Division of the State Employment Agency (SEA), the partnership has been developed between representatives of NGOs, state and local-government organizations and experts in the area of education to address current employment problems in Valmiera. 
Area of the partnership
The partnership provides for training of the labour force for the companies of Valmiera region in compliance with requirements of the labour market, increases the activity of entrepreneurs in the vacancies register. 
Objectives of the partnership
To provide the companies of Valmiera city with professional employees they lack at the highest – managerial level, at the level of middle-level experts, as well as at the level of low-level workers by applying the partnership approach to issues relating  with employment in the territory. 
In order to train the labour force that would meet the requirements of the labour market, such approach is effective, because it is necessary to:
(1)  consolidate and analyse the employers’ demand
(2)  by coordinating the training process in compliance with this demand;
(3)  by promoting the cooperation between employers, Valmiera Division of the SEA, the local-government of Valmiera city and educational institutions which are within its territory;
(4)  increase the activity of employers in the vacancies register;
(5)  coordinate the introduction of new services;
(6)  adopt a plan for promotion of employment;
(7)  promote the recognition of Valmiera SEA.
Partners and their role
The partnership involves the representatives from:
(1)  Valmiera Division of the State Employment Agency;
(2)  local-governments;
(3)  employers;
(4)  NGOs;
(5)  educational sector.

In order to ensure effective work, the partners recognize and respect each other’s roles and functions, which differ, but are mutually complimentary. The partners acknowledge that:
(1)  Valmiera Division of the SEA is responsible for the implementation of the state employment policy;
(2)  the employers’ representatives are obliged to represent and act in interests of their members;
(3)  other persons involved will have opinion that should be taken into consideration.
Aspects of the agreement
This partnership is based on common values and objectives. The cooperation partners have shared commitment to continuously improve exchange of information and encourage the best practice in addressing the employment issues.
Duration of the partnership: Since 2004.  


The meeting of the Council  -  at least once a quarter (till 2009). In 2009, one meeting was held because the country’s economic situation changed..
Results
(1)  Positive current cooperation with entrepreneurs of the region who are interested in attracting the labour force and improvement of their professional qualification using exactly the services of the State Employment Agency.
(2)  The employers and the heads of local governments have the opportunity to express their opinion on the employment situation in the region and solutions to improve it. 
(3)  The awareness of social employees of local governments about services of the SEA and activities of Valmiera branch has increased.
(4)  The local governments actively participate, providing support to promote self-employment and entrepreneurship.
(5)  More attention is given to upgrade the measures for improvement of professional qualification and orientation towards actual demand in the labour market.
(6)  Active cooperation has also developed between the consultative council of Valmiera entrepreneurs, the local government of Valmiera and Valmiera branch of the SEA.

3. Trilateral Consultative Council for Residents’ Participation in the Development of the Local Government (Liepāja)
Principal aspects of the partnership
In autumn 2009, the Liepāja City Council established the Trilateral Consultative Council in order to promote the cooperation between the Liepāja City Council, employers and trade unions with the objective to ensure coordinated problem solving as to social and economic issues in compliance with interests of Liepāja city, that would guarantee the social stability and improve the level of welfare in the city, encourage the involvement and co-responsibility of social partners. The Council involves representatives of the City Council, representatives of Liepāja employers and representatives of the trade union centre  –  five representatives from each member. This is the first council of such form in Latvia. 
Area of the partnership
The partnership ensures good governance of the local government.
Objectives of the partnership
Provision of coordinated problem solving regarding the social and economic issues in compliance with interests of Liepāja city that would guarantee the social stability and improve the level of welfare in the city, encourage the involvement of social partners and co-responsibility. 
Partners and their role
The partnership involves, in equal numbers, the City Council, representatives of Liepāja employers and representatives of the trade union centre – five representatives from each member. The Council operates on the basis of its statutes, which set forth the main functions, objective, rights, structure and work organization. 
Aspects of the agreement
This partnership is based on common values and objectives  –  to ensure coordinated problem solving as to social and economic issues in compliance with interests of Liepāja city that would guarantee the social stability and improve the level of welfare in the city, encourage the involvement of social partners and co-responsibility. 
Duration of the partnership: Since September 10, 2009
Result
In Liepāja city:
(1)  coordinated problem solving is ensured as to social and economic issues in compliance with interests of Liepāja city providing for social stability and improved level of welfare in the city;
(2)  the participation and co-responsibility of social partners is encouraged;
(3)  the social partners have opportunity to express their concerns, needs and opinions on the planned decisions of the local-government and the impact on their work, thus, ensuring timely prevention of the adoption of decisions, which could negatively affect not only the employers and employees, but also general development of the local- government.
