3. Mission and attributions
The Economic, Social and Environmental Council (EESC) is the third assembly of the Principality of Monaco. Its main functions are to give opinions and make proposals on social, financial, commercial, industrial, urban planning, cultural or educational, environmental and sustainable development, and any other subject that generally concerns the economic, social and environmental life of the country. As a consultative assembly, its objective is to address, in a spirit of social dialogue and consultation, the themes inherent in the evolution of society.

The members are appointed for three years by the Sovereign Prince, on the proposal of the economic and social forces of the country, with a distribution according to three colleges: A government college: 12 members presented by the Government on the basis of their competence, An employee college: 12 members on the proposal of the employee unions, An employers' college: 12 members on the proposal of the employers' unions. In addition to representing the sectors of activity that make up Monaco's social and economic life, the EESC is the only assembly in the country that brings together members of different foreign communities and offers them a means of expression. In this sense, the EESC makes it possible to contribute to the public debate and in the legislative process, an insight nourished by the experience of the field and the echo of everyday life, as experienced concretely by the country's driving forces.

The decision-making body, the "Coordination Committee", organises and manages the EESC's internal action. It consists of the President, the two Vice-Presidents, as well as the Presidents or Vice-Presidents of each section. When convened by the President, the EESC meets in ordinary plenary sessions to study the work carried out within the framework of the Sections. It may also meet in extraordinary session. The work, resulting from referrals or self-referrals, which are formulated by a majority of the members present, are transmitted to the authorities of the country. They shall be valid only if they obtain the votes of one third of the members of the Council.
The Secretariat is responsible for the internal coordination of the Council's work. It shall ensure a link with the national authorities in the context of the activities of its members and shall provide them with all necessary assistance in the performance of their tasks in their function as Advisers. He also carries out all the necessary research, as part of the conduct of their work of the assembly.
