The International Association of Economic and Social Councils and Similar Institutions (AICESIS) was established in July 1999 in Port Louis, Mauritius. It is a Dutch-law association headquartered in Brussels, Belgium.

 

AICESIS initially consisted of 24 full members and 3 associated members. It currently includes institutions from 72 countries on four continents: Africa, Latin America and the Caribbean, Asia, and Europe. In fact, every single year the General assembly considers several new council applications to join the Association.

 

 

 

The Association undertakes to accomplish three main MISSIONS, while fully observing the independence of each of its members::

 

 

 

promouvoir-le-dialogue-page-mission Promoting dialogue, as well as experience and best practice sharing among its members, and, at a more general level, encouraging dialogue among economic and social partners worldwide;
supporting the development of their advisory role, the enhancement of social dialogue and civil dialogue, and more generally speaking, that of participative democracy and of the role of social partners and other components of the civil society in the world as the core factors of a genuine sustainable democratization and of an effective governance of modern Societies.
encourager-la-creation-page-missions Encouraging the creation of Economic and Social Councils in States which do not have one, by organizing meetings, consultancy activities and popularizing the added value of these consultative institutions;
oeuvrer-a-la-prosperite-page-missions Organize the contributions of its members, represent them at international organizations such as the International Labour Organization (ILO) or the United Nations Economic and Social Council (ECOSOC), with which it enjoys permanent observer status, and having its voice heard in these fora;;
And finally and more generally helping enhance the prosperity, the economic development, and the emergence of democratic civil societies by sharing experiences and by organizing meetings, according to the United Nations principles and to the labour rights shared by the ILO members.

 

To accomplish these MISSIONS, AICESIS uses various action methods characterized by the following::

  • Act at a worldwide level. The balanced geographical membership of the association makes it extensively representative for the criteria and activities of the Economic and Social Councils and Similar Institutions in terms of social dialogue.
  • Have in-depth information on the activity and the criteria of the worldwide ESC-SI. This allows a deepening of our knowledge on the status of social dialogue in various countries.
  • Capacity to organize meetings and activities in several countries by means of the national ESC-SI, while also being able to quickly contact such institutions via AICESIS.
  • Act as a networking platform for the joint work of the ESC-SI.

 

These activities of AICESIS will apply when organizing:

  • Recurring institutional meetings, such as the General Assembly (at least once a year) and the Supervisory Boards (at least twice a year). Social and economic issues of global interest are being analysed during those meetings based on the experience of the AICESIS members.
  • Workshops for sharing experience and best practices in order to exchange information on the ESC-SI activities and procedures, with a capacity-enhancement approach intended to strengthen the effectiveness of those institutions as well as of social dialogue.
  • Seminars and conferences at international or regional level to deepen the knowledge available on social and economic topics of general interest.
  • National or regional meetings to promote the establishment of new ESC-SI and promote social dialogue.

 

Beside these activities organized by AICESIS, the Association also gets involved in the activity of some United Nations institutions such as ILO and ECOSOC.

The activities of ILO are carried out under a Cooperation Agreement and they are specified on the agenda when organizing joint conferences and when AICESIS attends the International Geneva Conference. As far as ECOSOC is concerned, AICESIS frequently attends activities such as the High Level Segment, the Youth Forum, or the UN Commission on the Status of Women.
