On November 2 and 3 in Moscow, on the eve on the national holiday National Unity Day celebrated in Russia on November 4, the Civic Chamber of the Russian Federation traditionally organizes the Community active citizen’ forum.

Being held since 2015, the forum has turned into an open platform for dialog between civil society, business and government as well as international partners aimed at development and implementation of social projects and advanced cooperation.

This year is marked by the Presidency of the Civic Chamber to the AICESIS, hence the organizers have placed special emphasis on topics from presidency agenda: future of the AICESIS and its value for the civil society, digitalization of social spheres, depolitisation of health sector.

The virtual launch will present key highlights of the SAM-SDI, explaining how it can be applied by ILO constituents and other partners to enhance the impact of tripartite social dialogue in policy-making, as the world of work seeks to recover from the COVID-19 pandemic. Representatives of government, employers’ and workers’ organizations will speak about the importance of effective tripartite social dialogue in their national contexts.

The Economic and Social Council of Greece will organize a public consultation on the Conference on the Future of Europe on November 4, 2021, in Athens, aiming to present the positions of the social partners and stakeholders of Greece on a range of issues, such as: A stronger economy, social justice and jobs (Session 1); Climate change, environment and health (Session 2); the EU in the world and migration (Session 3); European democracy, values, rights and the rule of law (Session 4). A final Declaration will be adopted in the end of the public consultation.

This hybrid event (program attached) will be broadcast live online ( https://www.okefutureofeurope.eu/en/), in Greek and in English.

Following the parenthesis caused by the death of the former acting President of AICESIS, Mr. Koffi Diby, a new President of the Ivorian Council has been appointed, Mr. Eugène Aka Aouele, who thus assumes the Presidency of AICESIS. One of the first decisions of the new President was to call Board meetings (July 29 and September 23) to continue the institutional activity of AICESIS, affected in its functioning both by the change of Presidency and the effects of the pandemic.

After assuming the Presidency of AICESIS, the new President of the CESEC of Côte d'Ivoire, Mr. Eugène Aka Aouele, convened a board meeting which took place on July 29, followed by another one on September 23. The Board has not met since October 2019, and for the first time in the AICESIS history met by videoconference.
 
The two meetings were devoted to the analysis of the activities developed during this period, which - although limited in view of the circumstances linked to the pandemic - were maintained at a level sufficient to continue the exchange of experiences between partners and collaboration with the ILO. It should be noted the intervention of the President of the Russian Civic Chamber during the September meeting as the next Council which will assume the AICESIS Presidency for 2022-2023.

On March 30, the third of the regional webinars on the socio-economic effects of the pandemic and the role of social dialogue councils and institutions in stimulus measures took place.

During the meeting of Board members on December 17, the situation of OIT-AICESIS cooperation was analyzed, with the participation of the director of the social dialogue department, Mr. Ghellab.

On February 23, 2021, a webinar for the African ESC-SIs took place on the exchange of experiences of the socio-economic effects of the pandemic, socio-political responses and the role of social dialogue institutions in this area.

Today, 25 January 2021, Zornitsa Roussinova - President of the Economic and Social Council (ESC), opened the first plenary session of the new Economic and Social Council. The council's four-year mandate begins on 25 January. Bulgaria faces economic and social challenges, but the Economic and Social Council will contribute at national and European levels to facilitate economic recovery, the creation of jobs, increasing people's incomes, said at the opening of the session ESC President Zornitsa Roussinova.

“The digitalization of the Bulgarian economy and Bulgarian companies, as well as the digital skills not only of the working people, but also of all groups in the society, will be the key topics in the future work of the Economic and Social Council (ESC)”, said Zornitsa Roussinova, the newly elected President by the National Assembly. She participated in a World Bank webinar dedicated to the recently published World Bank report “Europe 4.0: Addressing the Digital Dilemma”. “We are talking about digital transformation now, but soon we will have to talk about digital cohesion”, the ESC President stated.

On November 2, 2020 the Civic Chamber of the Russian Federation holds a panel discussion “International Cooperation during the Pandemic: Rethinking the UN SDGs” as a part of the “Community” forum of active citizens.

The National Assembly elected Zornitsa Rusinova as President of the Economic and Social Council /ESC/. Mrs. Rusinova served as Minister and Deputy Minister of Labour and Social Policy and will succeed Prof. Lalko Dulevski, who has been leading ESC for more than 17 years since its establishment. The Economic and Social Council is the institution of organised civil society, which since 2003 expresses through its acts and organised consultations the positions of the organised civil society on strategic problems of the economic and social development of the country and the European Union.

On November 19, 2020, a webinar was organized for the exchange of experiences between ESCs / SIs from Latin America and the Caribbean regarding the work carried out on the socio-economic effects of Covid 19 in this region.

On 15th June 2020, the ESC held a Plenary Session and adopted a resolution on the "Communication from the Commission to the European Parliament, the Council, the European Central Bank, the European Economic and Social Committee and the Committee of the Regions - Economic Governance Review". With this act the ESC joined the public debate procedure, which the European Commission launched and should end on 30th June. The adopted resolution was sent to all European and national stakeholders.

At the Plenary Session held on 22th June, the Economic and Social Council (ESC) adopted an opinion on the "Main Priorities in the Draft EU Strategic Framework on Occupational Safety and Health - 2021-2027".

The Economic and Social Council /ESC/ adopted an analysis “The Problems of Performing and Receiving Payment for Night Work in Bulgaria”. The purpose of the act is to draw attention of the institutions to the specifics of the night work in our country related to the nature of this type of work, as well as to some consequences and risks to the health of workers. Night work payment is also a major focus of the analysis.

By decision of the President's Board of the Economic and Social Council (ESC), an opinion is being developed on the topic “Digital Transformation in Bulgaria - Challenges and Opportunities in the Context of the Digital Future of Europe. The rapporteurs on the opinion are Plamen Dimitrov and Radosvet Radev, who represent the groups of trade unions and employers. The two co-rapporteurs submitted for discussion the draft opinion prepared at a joint meeting of the three commissions in ESC: the Labour, Income, Living Standards and Industrial Relations Commission; the Social Policy Commission and the Economic Policy Commission.

The Economic and Social Council (ESC) included in its Action Plan the development of an opinion on "Main Priorities in the Draft EU Strategic Framework on Occupational Safety and Health - 2021-2027".

The President Board of the ESC decided to elaborate a resolution on the topic "Communication from the Commission to the European Parliament, the Council, the European Central Bank, the European Economic and Social Committee and the Committee of the Regions - Economic Governance Review".

The Economic and Social Council of the Republic of Bulgaria included in its Action Plan for 2020 the elaboration of an analysis on the topic "The problems of performing and receiving payment for night work in Bulgaria".

"Digital Transformation in Bulgaria - Challenges and Opportunities in the Context of Europe's Digital Future" is the opinion that ESC adopted at its most recent plenary session. It examines the impact of the digitisation process on key areas of public life and its importance for developing the economic potential of Bulgaria and improving the quality of life of the citizens, summed up the two co-rapporteurs Plamen Dimitrov and Radosvet Radev.

On September 16, AICESIS, UCESA and UCESIF organized the webinar "Socio-economic effects of Covid19 in the perspective of the SDGs", which was attended by the Deputy Secretary General for the coordination of policies and interagency affairs of the Department of Economic Affairs and the United Nations, Ms. Spatolisano and Mr. Dorel, Acting Head of the DESA NGO branch.

The webinar allowed for an exchange of experiences of AICESIS members on the socio-economic effects of the pandemic, the measures adopted to reduce these effects and the role of social dialogue on these issues.

For their part, the UN representatives presented the actions for implementing the SDGs and the role played by the Acceleration Actions (AA). This information was deemed to be of great interest by the members of AICESIS, given the coincidence between many actions developed by the Economic and Social Councils and the SDGs, as well as the possibility of integrating exchanges of experiences. to AICESIS in the field of AA.

L’AICEIS et le BIT ont lancé un enquête sur la crise relative au Covid 19 sur ses impacts et les réponses socio-économiques et celles relatives au monde du travail formulées à travers le dialogue social.

L’Afrique est confrontée, comme les autres continents, aux chocs sanitaires, économiques et sociaux induits par la pandémie du Covid-19. Les conséquences de cette pandémie risquent d’être dramatiques pour les populations africaines, en particulier les personnes vulnérables qui ne sont pas couvertes par des systèmes de protection sociale.

L'Assemblée générale de l'Union des conseils économiques et sociaux et institutions similaires d'Afrique (UCESA), tenue à Rabat les 18 et 19 décembre 2019, a élu le Conseil économique et social et environnemental du Royaume du Maroc président de cette organisation.

Lors de l'Assemblée générale de Bucarest, le président du CES de Ruma ní, M. Jacob Baciu, a présenté un document de synthèse des principales activités de la présidence roumaine de l'AICESIS, qui souligne le haut degré de conformité avec la fiche Itinéraire.

L'Assemblée Générale de l'AICESIS, tenue à Bucarest le 9 octobre, a décidé que la Présidence de l'AICESIS pour la période 2019-2021, correspondant au continent africain, serait assurée par le CESEC de Côte d'Ivoire.

Le président Baciu conclut son mandat à la présidence de l'AICESIS, avec l'approbation de son rapport sur la société numérique et un bilan très satisfaisant de l'exécution de sa Feuille de Route.

Le 7 décembre de l'année dernière, Charles Koffi Diby, président du Conseil Economique, Social, Environnemental et Culturel de Côte d'Ivoire, nommé président de l'AICESIS à l'Assemblée Générale de Bucarest le 10 octobre 2019, est décédé.Moins de deux mois sont passées après la nomination du président Diby, et pourtant sa contribution à l'AICESIS avait déjà porté ses fruits.

Le Forum de dialogue social en Asie, organisé à Séoul par le Conseil économique et social de Corée, s'est déroulé les 12 et 13 novembre en Corée. Divers exposés descriptifs sur la situation du dialogue social et des institutions de dialogue social en Asie ont été présentés lors du forum, ainsi que d’autres exposés sur la situation et les perspectives du dialogue social et les possibilités de ce dialogue social aux niveaux régional et international.

Le Forum a adopté une déclaration finale soulignant l’importance de promouvoir le dialogue social dans la région et le rôle des conseils économiques et sociaux et des institutions de dialogue social, ainsi que l’importance de la coopération et du partage des expériences entre ces institutions. , avec le soutien de l’OIT et de l’AICESIS.

Le Groupe de travail pour la préparation du débat sur l'Avenir de l'AICESIS a présenté à l'Assemblée générale de Bucarest le document de synthèse de ses travaux, qui analyse l'activité de l'AICESIS dans la perspective de la réalisation de ses objectifs et de son évaluation. du contexte dans lequel l’Association évolue. Pour le développement du débat à l'Assemblée générale, des questions d'orientation ont été présentées, axées sur l'évaluation des résultats et les lignes d'action possibles pour l'avenir.

Le débat a soulevé des questions telles que: l’importance d’intensifier les échanges d’expériences; la nécessité d'intensifier les relations avec les organisations internationales; le rôle de l’AICESIS d’appuyer la création de nouveaux conseils et l’activité des conseils existants; la relation de l'activité de l'AICESIS avec les objectifs du développement durable; la nécessité de renforcer la communication des activités de l'AICESIS, tant à l'étranger que vis-à-vis des Conseils eux-mêmes; favoriser la dimension régionale de l'association; De manière générale, déterminez comment le rôle de l’AICESIS sera fondamentalement influencé par celui de ses conseils membres.

L'AG de Bucarest a apporté son soutien au Plan Stratégique de la Présidence ivoirienne pour la période 2019-2021 , fondé sur les piliers de la réforme de la gouvernance, du développement des capacités du CES-IS et de la consolidation de l'engagement international de AICESIS L'AG a également soutenu le thème principal des travaux de la présidence.

À l'Assemblée générale de Bucarest, le président du CES de Roumanie, M.Jacob Baciu, a présenté un document résumant les principales activités de la présidence roumaine de l'AICESIS, en les classant par ordre chronologique et soulignant le degré élevé de conformité avec la feuille de route de cette présidence.

Le SG a présenté le Rapport d'activités 2018 à l'Assemblée générale, en le plaçant dans le contexte de la feuille de route.

Les 12 et 13 novembre 2019, le Forum sur le dialogue social en Asie a été organisé à Séoul par le Conseil économique et social de Corée, auquel ont participé les conseils économiques et sociaux et d'autres institutions de dialogue social de la région.

L'AICESIS a participé activement à ce forum, avec l'aide de sa présidence, le CSEC de Côte d'Ivoire, représenté par sa vice-présidente, Mme Diakite Coty.

Ce forum a permis de mieux comprendre la situation du dialogue social et des institutions de dialogue social dans la région , ainsi que les principaux défis et opportunités du dialogue social dans ces pays.

Le Forum a adopté une Déclaration finale soulignant l’importance de la coopération entre les conseils et indiquant en quoi une présence active des pays asiatiques dans les activités de l’AICESIS favoriserait le développement de pratiques de dialogue social régional et interrégional.

En même temps que l'Assemblée générale de Bucarest, l'OIT et l'AICESIS ont tenu une Conférence aur le role des CES-IS et le dialogue social dans l’Économie digital.

L'AICESIS AG de Bucarest a approuvé le rapport sur le thème de travail principal de la présidence roumaine, "Société numérique". Ce rapport est le résultat de deux années de travail de l’AICESIS et a été préparé principalement à partir des échanges d’expériences des membres de l’AICESIS dans ce domaine.

Ce rapport a la spécialité d´analyser l'impact socio - économique de l'économie numérique dans les différente perspective des différentes régions du monde représentées dans AICESIS , et vise à identifier les risques et opportunités découlant de ces changements technologiques. Le rapport accorde également une attention particulière au rôle que les agents sociaux, le dialogue social et les institutions de dialogue social telles que CES-IS peuvent jouer dans une gestion équilibrée de ces changements.

Le programme s'articule autour de trois piliers stratégiques: la réforme de la gouvernance de l'AICESIS, le renforcement des capacités du CES-IS et la consolidation de l'engagement international de l'AICESIS.
